One hour ahead? Is that due to winter time (if that is applicable to Canada)?

I don't know but yes we have daylight saving time. When time goes back to winter time in November, this clock will then run two hours ahead. If nothing is done it will then run again one hour ahead next summer. Since it is a government building and it takes a lot of paperwork to have something done it takes time to change the time !
